Sheikh Mohammed bin Rashid Al Maktoum is the ruler of the Emirate of Dubai and concurrently serves as Vice President, Prime Minister, and Minister of Defence of the United Arab Emirates. In 2020, he was found liable by the High Court in London—in proceedings he did not attend—for intimidation, abduction, and torture.
